We scalped IRNT this am on news that it announced an agreement with Gulf Cooperation Council Country but they chose to remain anonymous so not a lot out there on this deal. Looks like this involves 6 members are the United Arab Emirates, Saudi Arabia, Qatar, Oman, Kuwait and Bahrain. I am making this a Wiki so everyone can edit this post. I want to see if this is a play. However, it has already jumped up a lot today but holding 4.25 support nicely.
